Pacifica 800 wheel head will not completely stop.

I have a Pacifica 800 wheel.  When rolling the foot pedal all the way back to the stop position the wheel doesn't fully stop.  It comes close sometimes but still barely rotates.  I adjusted the foot pedal stop screw to allow the pedal to rotate all the way back but the wheel still continues to rotate slightly.  I am past my warranty and am wondering if this is a fix that I can do from my shop or if I need to send it off the the company to fix.

Page 6 has pedal adjustments and instructions ought to be on side of pedal. Also quick call to Laguna might be in order if the pedal adjustments turn out to be tension only. I would Definitely check if something is keeping it from returning fully to its minimum position like a bit of dried clay etc….
