Help to identify piece of ceramic art - changes when wet

Can anyone help identify this ceramic?  It would be most appreciated.  It is, or seems to be, made of clay, it is round with a sunken image of a fish.  When dry, it really doesn't look like much, but when  wet it, it is as if it COMES ALIVE!  I cannot find anything like it.  There is a signature on the back, but we cannot make it out.  I have attached pictures of it.  As you can see, it is a glazed fish, including blowing something out of its mouth when wet.
