If  it's truly only been used for 10 hours, and the elements are in good condition, then it's definitely worth $400. I'm not sure what's going on with the power cord, though. It looks like maybe they have an extension cord for it? Definitely don't use that. Kilns should never be run on an extension cord. I'd open it up and make sure the wiring looks good, that nothing got in there and chewed it up while it was in storage. Wires are cheap, but it'll take a little time to replace them.

The one thing you need to check on is the max temp of the kiln. If you plan to fire to cone 6, then ideally you want a kiln that is rated to cone 10. A cone 8 kiln wouldn't be a deal breaker, but the elements will have to be replaced more often. According to other listings I've seen for that model, it is only rated to cone 6.
