Can you identify this wheel?

The box seems like it is a replacement as well as the cord and the power button (simple on/off).  Metal parts are Browning.   Motor is Dayton.   No tags or model number.   Thinking this may have been a homemade model?  It does ave an interesting "caliper" style brake to adjust the wheel speed.   

Can anyone tell me anything about this?
