If I apply red iron oxide to an already fired earthenware piece do I need to seal it to make it permanent, without having to re-fire it?

Yes, you would need to put some type of sealant on it. Otherwise the oxide is just a powder that is sitting on the outside. It comes off very easily.
Why not just refire it, after using the oxide?
